MODERN ORGANIZATIONAL AND MANAGERIAL PRINCIPLES OF COMBATING THE LEGALIZATION OF SHADOW CAPITAL

Abstract
Through the methods of comparative analysis and deductive, various conceptual points of view concerning the modern organizational and management principles of combating legalization of shadow capital, economic crime, money laundering, normative documents in relation to modern organizational and administrative principles of combating legalization of shadow capital are thoroughly analyzed. Different concepts concerning the concepts of economic crime, laundering of money, shadow economy are analyzed and considered. The researches on this issue have been analyzed both by foreign and domestic scientists. It is substantiated that the creation of a new effective model of a modern economy in the context of integration into the European community requires the search for new approaches to the organization of the system of using international recommendations on combating the legalization of shadow capital. Ensuring the protection of the economy from its criminalization, the influence of the shadow sector, the elimination of the causes of creating conditions for the development of terrorism. A thorough analysis of the reform of the system of law enforcement agencies of European countries has been made in accordance with the recommendations of the FATF 2012 It is argued that the shadow economy is an economy that is related to the relationship between people in the process of production, distribution, exchange and consumption on the basis of social opposition to the main macro-management mechanisms and the existence of them beyond the control of management and accounting, with tax evasion with the further expansion of criminal financial flows associated with trafficking in human beings, including those that end in the hands of terrorist organizations. Based on the improved methodology of the research, it is stated that under the conditions of a transitory economy, the transition to the standards of the European Union, the choice of the correct model of economic development, which on the one hand created the conditions for economic growth, and the second did not pose a threat to the economies of European states in connection with what was subject to FATV and EU sanctions. To this end, in our opinion, it is necessary to coordinate actions on the introduction of offshore zones in Ukraine with the relevant commissions of the FATF and the.
