Modernization Matrix of Effective Educational Systems

Abstract
From the perspective of the system approach to the modernization of the educational system, which is implemented in order to increase its effectiveness in reaction to the increasing number and intensity of disturbances, it can be thought of as an increase of diversity measure and interaction measure with external agencies. In the article it is offered to include to the main components of the educational systems not only school communities, educational programs and standards, bodies of educational governance, etc., as suggested now in legal acts, but also educational and management processes, in which essential links to majority components of education systems appear. Then, based on the understanding of the system as a set of components and connections between it, disturbance educational systems can be determined by disturbances integration of system components, which are considered in the article (lack of motivation for learning by children, low social status of teachers, administrative decentralization, etc.). On this basis, it can be developed a modernization measures for increasing the diversity degree of the educational system and interaction measures with external organizations, which aimed to compensate disturbances (implementation of new forms, methods and means of education, the development of educational networks, administrative decentralization, etc.). After the implementation of modernization measures using the formula we can estimate the residual disturbance. In case it will be significant, modernization of the educational system is advisable to continue by implementing additional measures to increase the degree of diversity of the system and interaction measures with external agencies.
