MODERNIZATION OF MECHANISM OF BUDGET RELATIONS HOW TO PROVIDE BUDGET SECURITY IN CONDITIONS OF REFORM

Abstract
The article covers conceptual changes in relations between levels of the budget system and outlines the main problems and risks that arose when introducing new mechanisms of budgetary regulation in the context of budget reform implementation. The main directions of improvement of interbudgetary relations as an element of ensuring budget security at the present stage of implementation of socio-economic reforms are substantiated.
