Municipal banks in the territorial community crediting system.

Abstract
The article analyzes the theoretical bases of domestic and foreign experience of communal credit existence and defines the role of communal banks in the process of financial and economic development of territorial communities. It is stated that in Ukraine development of communal banks is fragmentary. The definition of the legal basis for the creation of communal banks and the attraction of temporarily free funds to the relevant local budgets is proposed, which will increase the level of financial stability of the bank and the autonomy of the territorial communities.
