NATIONAL CONTEXT OF THE REGIONAL MODEL OF SWITZERLAND’S TELEVISION POLICY

Abstract

The article examines the regional model of language policy in Switzerland, whose territory consists of three regions, each of which in the past was a separate state. The author draws attention to the fact that it is because of this that the Swiss have 3 official languages that are absolutely equal. The article states that none of these languages is public, that is, compulsory for study in each region, which impedes the introduction of a common language for all cantons that could solve language and political problems at the national level. The researcher draws attention to the fact that the linguis- tic situation in Switzerland, which historically consists of individual states-regions, each of which has its own native language, history and culture, is silenced by pro-Russian-minded politicians, whose multilinguality of this state puts the Ukrainians, for example, to impose the idea of Russian-Ukrainian bilingualism as something positive. The article disproves the opinion of Ukrainian pro-Russian politicians who often appeal to the Swiss multilingualism that polycultur- alism in this state is based on only a positive one that does not seem to want to understand and understand pro-Ukrain- ian-minded politicians and academics opposed to the restoration in Ukraine, the status quo for the Russian language, which, like, must necessarily become the second state. The article emphasizes that in order to introduce the language and political experience of Switzerland in Ukraine, it is necessary to decentralize and federalize it first, and transfer the definition of language and cultural functions to the regions. Above this project, both central and regional authorities in the South and East of Ukraine successfully work, where communications in Ukrainian are blurred in Russian, which functions here as a regional language. In this case, the Ukrainians have a good prospect – to receive in Ukraine a second Swiss, where the Ukrainian language will take the place of the Romans, and those Ukrainians who use Ukrainian will be compelled to study Russian, Romanian, Hungarian, Rusyn, Gagauz and others. regional languages And since there is no single nation in Switzerland, whose features are customs, traditions, language, culture, etc., Ukrainian language linguis- tic experience can not be borrowed. It is proved that the free use of the native tongues by the inhabitants of the cantons is due to the fact that they have full right, because they live on their own autochthonous territory, have their own history of development, culture, traditions and customs, and are united in one country on the basis of confederative agreement. On the other hand, the researcher tries to prove that the absence of a united nation and a state language in a state is a negative side, which often leads to misunderstandings in the middle of the country, conflicts, including language, separa- tism and even war, especially then, when in the internal affairs of one state another neighboring state intervenes, which we observe in Ukraine.
