Hybrydowe modele PPP w warunkach gospodarki polskiej

Abstract
Partnerstwo publiczno-prywatne (PPP) jest modelem współpracy sektora publicznego i prywatnego, dzięki któremu możliwe jest dokonywanie inwestycji przez podmioty publiczne bez angażowania środków sektora publicznego. Atrakcyjność tego modelu współpracy wynika ze współdziałania organów publicznych z sektorem prywatnym, mimo iż każdej ze stron zaangażowanej w projekt PPP przyświeca inny cel. Szansą na większe popularyzowanie tego modelu współpracy jest możliwość realizacji inwestycji z dofinansowaniem środkami UE, czyli stworzenie tzw. hybrydowych modeli partnerstwa publiczno-prywatnego, które polegają na jednoczesnym wykorzystaniu: środków z funduszy UE i kapitału prywatnego oraz ewentualnie krajowych środków publicznych. Udział UE odgrywa bardzo ważną rolę nie tylko z powodu udostępnienia finansowania, ale również uwiarygodnienia projektu wobec pozostałych partnerów (w tym instytucji finansujących). Celem artykułu jest analiza i ocena popularności modeli hybrydowych w warunkach gospodarki polskiej, ze szczególnym uwzględnieniem rodzaju modelu PPP, branży, w której mają zastosowania modele hybrydowe oraz wysokości dofinansowania funduszami UE w latach 2009-2011. Artykuł będzie stanowił także próbę wskazania perspektyw PPP wspieranego środkami unijnymi, które pozwoliłyby na większe wykorzystanie tej formy współpracy w sektorze usług użyteczności publicznej.
