ORGANIZATION OF CLUSTER STRUCTURES POTENTIAL DEVELOPMENT MANAGEMENT WITH BALANCED SCORECARD TOOLS

Abstract

Relevance of clusters development management contours formation has been proved. The potential realization level has been offered regarding cluster development instruments. Potential enhancement and not potential depreciation has been selected for development provision within transition between the evolutionary and revolutionary development stages. To ensure realization of this condition we have proposed to use the Balanced Scorecard concept (BSC). We have decided to use the BSC tools due to their perfect compliance with resource paradigm of strategic management and the dynamic capabilities concept. The BSC parameters have been moved to be clearly correlated with core competencies of the cluster. In this case, core competencies are identical to such element of BSC concept as Key Success Factor (KSF). However, it is necessary to take into account the cluster structural heterogeneity and different variants of its organizational design. Depending on cluster organization, features will vary the approaches to its potential development management organization and cascading procedures implementation, which are the BSC tools.Theoretical and methodological grounds of the approach to the of business entities interactions multiagent modeling have been studied. These entities are involved in several value creation supply chains. The hierarchical approach to business entities integration in the cluster should be paid particular attention. Several integrated structures can function within one cluster. Their cooperation meets the definition of the cluster and the adopted multiagent approach to its activity modeling. As integrated structures can be formed without creating a legal entity, we propose to interpret them as networks of interaction parameters coordination. Relating to this approach cluster will be formed on the basis of several networks, which create similar consumer value at the output.
