Scenarios for decision-making processes in risk management of long-term liabilities service

Abstract
In the paper two basic questions are answered. The first concerned the possibility of construction the tools to assess the status of risk. Chapter one provides a confirmation that this is possible. The second question is related to the determination of the point at which instruments should be identified and to the scenarios of financial management. In this case the answers can be found in the second and third chapters. The management instruments and policy scenarios should be determined at the stage of formulating plans. This solution does not result in undue loss of time in emergency situations when the objectives are exposed to the unfavorable effects of risk taken. The delay can increase the risk of adverse effects.
