State aid for research, development and innovation in the context of economic crisis of the european union

Abstract
This paper discusses a research hypothesis saying that in response to economic crisis in the European Union - which needs to be tackled by addressing structurally weak points which necessitates transitioning to knowledge and innovation based economy - state aid for research, development and innovation has spiralled upwards over past few years since the public sector had increased funding for research and development. Qualitative analysis of state aid for R+D+I granted thus far in the Member States was carried out based on GBER block exemption regulations and guidelines on criteria for assessing aid applications which are employed by the European Commission. They were spelled out in the European framework for state aid for research, development and innovation. Quantitative analysis based on European Commission reports on state aid granted by Member States between 2006 and 2011 serves to ascertain that horizontal aid for R+D+I does not stimulate the economy to any significant extant which would support tackling the crisis.
