System of healthcare – financing and availability of services. Selected issues

Abstract
The article evaluates existing relationships between the payer and the service providers, as well as the influence of these relations upon availability of services financed from public funds, in terms of financial flows in the system. It was demonstrated that in the situation of increasing system inefficiency, a need to ration appeared. This rationing takes different forms in Poland, like waiting lists that were described and evaluated. The increase in social dissatisfaction with the level of healthcare in Poland prompts the procurement of private healthcare services. The author also evaluated household budgets and their propensity to incurring healthcare costs. In the conclusion it was stated that the present shape of health-care enforces rationing, but it is necessary to also introduce elements, at least basic, that would enable limiting the lack of availability of these services.
