THE COMPETITIVENESS EVALUATION OF LABOR POTENTIAL OF THE REGIONS OF UKRAINE

Abstract
Providing the competitiveness of labor potential of the regions is one of the main tasks of the state regional socio-economic policies of Ukraine which requires state regulation of the formation of competitive advantages during all phases of the production cycle of labor potential. The level of the competitiveness of labor potential of the regions monitoring and the analysis of its constituents is necessary in order to promptly take appropriate state management decisions on the improvement of the quality of labor potential and efficiency of its use in the regions where deterioration of these indicators is revealed. The aim of the study is to assess the competitive advantages and the competitiveness of labor potential of the regions of Ukraine. Definition of the main strategic directions to increase the competitiveness of labor potential for Kharkiv, Donetsk and Lugansk oblasts. The subject of the study are the methods of taxonomic analysis with the aim of their adaption in order to assess the competitiveness of labor potential. In the article the competitive advantages of labor potential of the regions of Ukraine with the specified criteria using taxonomic analysis which involves the calculation of the taxonomy coefficient are evaluated. The analysis results concluded that the basic strategic directions on the competitive labor potential formation for Donetsk oblast are: the efficiency of the working time fund improvement; creation of favorable conditions for scientific workers; stimulation of business entities for the increase of innovative activities in order to increase scientific and technical work; organization of health protection measures aimed at increasing the average life expectancy at birth. In Kharkiv oblast it is necessary to increase the mobility of capable of working but unemployed population through teaching them new professions that are in demand in the labor market first. Measures aimed at improving the efficiency of the working time fund and improving the social environment are to be provided in the programs of economic and social development of Luhansk oblast.
