The Energy State Security and The Process of Restructuring of The Polish Power Sector

Abstract
This article attempts to answer the question of whether carried out in Poland a restructuring processes of Polish power sector are going accordance with the recommendations of the EU in this area, and whether they are served strengthening the energy security of the country. In the first part of the article the authors clarify the concept of energy security in the context of EU recommendations and the interpretation adopted in the Polish official energy policy. Then, describe and analyze the processes of re-structuring in the Polish power sector. In this analysis, was used an analytical method of DEA (Data Envelopment Analysis). The results of the analysis indicate that the changes made so far (consolida-tion of the industry) does not significantly improve the economic situation of the sector. There are also lead to the conclussion, that the competition in the Polish energy market is still relatively week.
