THE OUTSTAFFING AS PROMISING FORMS OF LABOR COOPERATION IN INTEGRATION OF ENTERPRISES IN CLUSTER STRUCTURE

Abstract

The article investigates the problems of modern labor relations in the integration structures. Object of research supports is using the outstaffing in clusters. The methodological study bases are analyzed the theoretical concepts and laws of Ukraine. Under the law, a cluster structure establishes to the form of associations, they require to keeping accounting records and submit financial statements. If the cluster takes the form of “association”, it has no common property, and therefore no generalized forms of reporting. Merging companies in the cluster through the formation of associations is necessary to minimize costs through the use of new methods of attracting personnel. One of the modern methods of reducing the cost of legal persons is outstaffing. The outstaffing using in cluster gives following advantages: reducing staff headcount while maintaining the required productivity; reduce administrative and financial costs; ensure legality and legal support personnel; the opportunity to focus on core business; improve enterprise competitiveness cluster. When using the services outstaffing no need to keep personnel records, as well as to spend money on additional staff. Outstaffing includes disadvantages: the risk of leakage of commercial information, conflict situations through rejection workers involved in the contract outstaffing goals of the mission of the company. Employees of enterprises cannot be called labor collective, because it is not the only form. This creates a conflict between groups of employees, because working conditions among them may differ. Overall, the application provides significant outstaffing minimizing costs required in projects clusters. Results of the study can be applied in the development strategy of clustering.
