THE ROLE OF THE STATE IN INSTITUTIONAL TRANSFORMATION OF TRANSFORMATION OF ECONOMICS

Abstract
Considered the reasons of length and complexity of systemic change in the transformation of the economic system of Ukraine. The necessity of an institutional approach to the study of market reforms. Review of the role of the state in institutional analysis indicates its special role in the quality and timing of the implementation of the tasks of the transformation period. The state creates an institutional environment corresponding to the new socio-economic system. Institutional transformation is the process of forming tools on a national basis, the relevant notions of civilized organization of social life. Analysis role of the state and its modernization in the context of globalization. Effective government is necessary to create rules and institutions that allow markets to flourish and people - to lead a more healthy and happy life. State how the organization is a source of formal institutions in society. Institutional design can pass in two ways - by importing from the more developed countries and its own design, the creation of new institutions. In the transition economy in the process of institutional change is a problem of institutional choice. The main difficulty of the problem of transformation economies is that society itself, its structures are in a state of uncertainty. Successful reform of the transition to a higher trajectory of development implies a special state activity to prevent losses arising from increased redistribution of economic activity aimed at changing the proportions of the produced product without increasing its volume and quality. The state should become an active initiator of creative activity. This involves finding its national socio-cultural formula institutional choice. Considered conditions for the design of high-quality institutions in the national socio-cultural environment.
