NEW APPROACHES TO REGIONAL ORGANIZATION AND EDUCATIONAL MANAGEMENT AS THE IMPACT FACTOR IN THE DEVELOPMENT OF THE EDUCATIONAL SYSTEM

Abstract
. In this article it is shown the influence of environmental factors of regional educational systems (RES) on the necessity of forming a regional educational management (REM) in the context of the transition to a knowledge economy in Ukraine with rationale for its organization conceptually new approaches and adequate conditions of social and economic instability and cyclical development. Under these conditions, the functioning of RES increases the effect of globalization and technological changes that appear in the content and organization of work and learning. Priorities are given to the increase in demand for skilled labor, increasing the importance of investment in training and retraining of personnel, reforming education, skills training system. The new economy requires that the person was a carrier of a number of new skills and qualities - teamwork in today's information environment; ability to learn; willingness to change and innovation, etc. They can not form outside the education system. She is a determining factor in shaping innovation and increase the competitiveness of the labor force and includes not only education, but also educational potential and academic competence. Modern conditions of globalization on the one hand and regionalization - the second REM require the use of diverse general and specialized knowledge and creative intellectual potential. The pace of socio-economic development of Ukraine and determine the need for strengthening regional aspects of all components of innovation in order to ensure the competitiveness of the state. To solve these problems a new directional vector forming an effective REM, which purpose is to develop appropriate methodological tools of regional state educational system for further information on its effectiveness at all levels of government that will make informed decisions about further transformation to ensure competitiveness professionals and their relevance to different enterprises.
