Non-University Higher School Development Strategy Features

Abstract

Strategic activity planning in high school is not a formal process and not be assessed only as a management prerogative. Staff members involved with the assessment, analysis and strategic planning processes. According to lecturers, their role is important in strategy implementation process. Respondents positively evaluate business process management: good conditions for work and fulfillment of functions are provided, given sufficient resources for implementation of priority directions, leaders show confidence in the staff, delegates the various functions, assigns responsibilities, encourages cooperation, teamwork, continuous learning for all. Slightly more lecturers than administrative staff evaluate the realistic strategy as a little different from the designed and indicate the qualitative changes of its implementation. This trend is confirmed by the results of analysis of high-school documents.
