НОРМАТИВНО-ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ УПРАВЛІННЯ РОЗВИТКОМ СУЧАСНОГО П’ЯТИБОРСТВА В УКРАЇНІ

Abstract
The paper deals with regulatory documents that govern the elite sport development on the whole and modern pentathlon, in particular. It is noted that the regulatory framework for managing modern pentathlon development in Ukraine is specified in the Constitution of Ukraine, laws of Ukraine, international treaties, decrees of the President of Ukraine and resolutions and orders of the Verkhovna Rada and the Cabinet of Ministers of Ukraine, as well as departmental regulatory legal acts regulating relations in the field of physical culture and sport. The indicated regulatory enactments of various legal force are classified into the following groups: legislative enactments, bylaws and administrative and legal acts. The scientific-theoretical and practical issues of physical culture and sport regulatory sources have been revealed. The major attention has been paid at the statutory documents of the Ministry of Youth and Sport of Ukraine on managing the development of sports events. Their brief characteristics as the sources for legal regulation of social relations in the sphere of elite sport has been provided. The necessity of being guided by both the internal normative legal documents and international legal acts has been highlighted. They include, above all, the documents of the International Modern Pentathlon Union. It has been shown that the key task of the state policy in the field of elite sport is the improvement of the legislative framework that meets modern conditions and international law. It has been accentuated that the management of modern pentathlon development consists in improvement of statutory and regulatory enactments of various legal value, active application of regulatory and legal means available to legal subjects and enhancement of legal culture and awareness level in legal subjects.
