OBJECTIVE PREREQUISITES AND THE MAIN CHARACTERISTICS OF FINANCIAL CONTROL

Abstract
The transition from one formation to another is always accompanied by the transformation of control functions of the subjects of control: the content and control, its organizational forms and methods change due to economic and political reasons. This gives grounds to the authors to assert that the integral system of financial control and its various types that it includes are not static, otherwise definite. The essence and characteristics of public finances are their deep internal contradictions, the conditions of the processes of transition from one type of economy to another type of economy are clearly manifested in financial control. The article reveals the objective preconditions of control in Ukraine, determined the essence of financial control in the implementation of the country’s financial policy.
