Obstructing official activities of law enforcement: concept, forms, methods

Abstract
The article deals with obstructing official activities of law enforcement as a negative social phenomenon. According to the author, obstructing official activities of law enforcement officers is a particular kind of illegal behavior, that create conditions and any other barriers aimed at countering the proper performance of official duties law enforcement officers. The structure of this phenomenon consists of two categories of crimes: a) crimes directly aimed at obstructing official activities of law enforcement agencies; b) crimes related to the official activities of obstruction of law enforcement. The author notes that obstructing official activities of law enforcement is divided into «internal» and «external» interference. «Internal» obstruction is counteracting that committed by officials of state bodies, institutions and organizations involved in one or another way to law enforcement. «External» obstruction of the official activities of law enforcement officers manifested in purposeful activities of all other persons who don’t have the authority in this area (offenders, their close persons, friends, the media or NGOs etc.), that actions are aimed at countering the proper on duty law enforcement officer.
