Abstract

Purpose – to describe the problems of offshore jurisdictions for national economies, to show the impact of offshore zones on the economy of Ukraine; on open data to assess the transfer of capital from the economy of Ukraine; scout potential to create new cryptocurrency offshore jurisdictions. Methodology of research based on an approach that combines several sciences, including systems theory, artificial category information, methods of formal logic, theoretical generalization used in organic relationship with system analysis, synthesis, comparison in the study of offshore jurisdictions and the problems of legal regulation of offshore business in Ukraine. Findings. Based on an approach that combines several sciences proved that the fight with offshore jurisdictions in the world and in Ukraine is almost non-existent. The specific features of offshore geopolitics. Revealed that the offshore business in Ukraine started functioning from 1982 and, unlike developed countries, offshore are mostly parents, not their subsidiaries, and the amount of capital exported outweigh the size of IMF loans and tax optimization. It was found that creating micro country in Europe – a new draft cryptocurrency offshore zone. Originality. Problem of functioning offshore jurisdictions were further developed. Proved that the result of geopolitics offshore Ukraine’s economy was virtually under external control, and the country has become a global half periphery. For the first time invited to consider the potential creation of a new European micro country "Liberlend" as a new pilot cryptocurrency offshore where the virtual currency can act bitcoin or other crypto currency not controlled by governments of developing countries. Practical value. The results of research integrated into the basis for understanding the nature of offshore jurisdictions and their real threat to the national security of Ukraine. In practice, the results of the study can be used by government officials at all levels of government to combat offshore business for its legislative ban in Ukraine and scientists for further research.
