Optimization Concepts in Local Government Finance

Abstract
The article attempts an overall assessment of financial management in Poland’s local government, and presents solutions that could help rationalize its operations. The discussion unfolds along two paths: one is focused on local government finance, while the other outlines proposals for corrective measures. To this end, the author chiefly relies on a review of literature and legal acts. As a result, the paper delivers conclusions and recommendations on both the framework and specific solutions for improving the management of local government finance. The paper emphasizes the legitimacy of a systemic approach while at the same time vindicating rationale for a local approach geared to specific operating conditions.
