Abstract
Статтю присвячено визначенню основних напрямів взаємодії підрозділів захисту економіки Національної поліції України з іншими суб’єктами контролю за здійсненням державних закупівель під час протидії злочинам у сфері державних закупівель та розробленню пропозицій щодо вдосконалення такої взаємодії. Розглянуто та проаналізовано особливості взаємодії підрозділів захисту економіки Національної поліції України з підрозділами Державної казначейської служби України, Рахункової палати України, Антимонопольного комітету України та Державної аудиторської служби України. The article is devoted to the identification of the main areas of interaction between the National Police Protection Department of Ukraine and other entities in controlling the implementation of public procurement in counteracting crimes in the field of public procurement and developing proposals for improving such interaction. The article deals with and analyzes the peculiarities of interaction between the units of the National Police Protection Department of Ukraine with the departments of the State Treasury Service of Ukraine, the Accounting Chamber of Ukraine, the Antimonopoly Committee of Ukraine and the State Audit Office of Ukraine. The results of the study showed that interaction with other entities controlling the implementation of public procurement in counteracting crimes in the field of public procurement, as a rule, is carried out in the following areas: mutual information on detected violations during the tender; obtain information on budget programs that must be executed in accordance with the procedure established by the Cabinet of Ministers of Ukraine; obtain information on the amount of funding and the procedure for using funds in accordance with the code of classification of expenditures; Informing the Accounting Chamber on the consequences of considering the materials of the Accounting Chamber and on the responses taken4 holding joint meetings; appointment of an inspection of compliance with the legislation on the protection of economic competition by employees of the Antimonopoly Committee of Ukraine; exchange of information on new ways of committing crimes in the field of public procurement and ways of their detection; Involvement of employees of the State Audit Office of Ukraine in carrying out certain activities as a specialist; the appointment of the verification of economic entities by the employees of the State Audit Office of Ukraine. The use of assistance from entities controlling the implementation of public procurement in the process of counteracting crimes in the field of public procurement is due to the following factors: each of the subjects of control has exclusive rights to control the implementation of public procurement, which do not have units of protection of the economy; the employees of the subjects of control have specific knowledge that can be used in the process of counteracting crimes in the field of public procurement, by attracting them as specialists. According to the results of the study, it was concluded that today one of the ways aimed at solving existing problems of counteraction to crimes in the field of public procurement is the establishment of interaction between the units of the National Police of Ukraine's economic protection with other subjects of control over the implementation of public procurement.
