Organizacja Narodów Zjednoczonych wobec wyzwań dla bezpieczeństwa teleinformatycznego

Abstract
This article examines the role of the cyber security in the activities undertaken by the United Nations in the Post‑Cold War era. In the 1990s, the processes of digitization and computerization created new threats for the international security. Initially, they’ve included rather simple hacking attempts. Later on however, other malicious forms of activities in the Internet emerged. Among others, they’ve included cyber terrorism, cyber espionage or cyber crime. These challenges needed to be addressed on multiple layers, including individual users, local actors, private sector, governments and international community in general. This last layer concerns mostly the United Nations, which seems to have not only unique potential but also obligations to fight cyber threats, basing mostly on the provisions of the UN Charter. In this perspective, there are three bodies which became important actors in the international cyber security cooperation. First, the UN General Assembly, became a crucial platform of discussion between governments, when it comes to critical infrastructure protection, cyber warfare or cybercrime. Second body is the Economic and Social Council, which activities are focused mostly on combating criminal activities in cyberspace. Finally, at the beginning of the 21st century, International Telecommunication Union received unique competences concerning cyber security. Thanks to the decisions taken in Tunis, ITU initiated Global Cybersecurity Agenda, which is one of the most important international cooperation programs in this dimension. On the other hand however, United Nations activities did not raise the most important questions, concerning the interpretation of the UN Charter, international law or specific terminology, in the perspective of the phenomenon of cyber warfare. It is mostly due to the fact, that since many years, UN decisions are blocked by the rivalry between the United States and Russia, which have conflicting views on the information security cooperation modus operandi. To sum up, solving this problem is one of the most important challenges for the United Nations, as it will influence not only the effectiveness of the UN system, but also the future international security situation in general.
