ORGANIZATION AND IMPROVEMENT OF LEARNING SAFETY AND CIVIL PROTECTION IN HIGHER EDUCATION OF UKRAINE

Abstract
Introduction. The problem of teaching ‘Safety of vital activity’ and ‘Civil Defense’ courses at Ukrainian universities in conditions of imperfection and inconsistency of certain provisions of the legal framework for civil protection, inadequate level of budgeting, material resources and reserves, inconsistency in planning measures to reduce the risk of disasters is analyzed. Methods. To solve this problem we used a set of interrelated research methods: theoretical - analysis, synthesis, systematization and data comparison, generalization of scientific sources. Empirical - the study of documents and the results of training and work, observations, interviews, discussions, tests, questionnaires - to diagnose formation of professional competence agriculture experts on civil protection. Results. The factors behind the need for shifting from traditional (illustratively cognitive) teaching methods (lectures, seminars and class-group, flashy, exercises, research, practical work and others designed to transfer students a certain amount of knowledge, the skills practice), searching for new more effective methods of training and education as well as implementation of active (active search) teaching methods inside the boundaries of the relevant programs are determined. Discussion. From the analysis of the experience of teaching ‘Safety of vital activity’ course at State Agrarian and Engineering University in Podilya the active learning method as a tool of students’ professional competence formation is suggested.
