ORGANIZATIONAL AND ECONOMIC APPROACHES TO THE FUNCTIONING OF AGRICULTURAL INSURANCE IN UKRAINE

Abstract
Purpose.The aim of the study is to analyze the problems and prospects of functioning of agricultural insurance in Ukraine. Methodology of research. The author used General scientific methods, in particular; analysis and synthesis – the study of the status of insurance coverage of the agricultural sector; grouping the basic indicators; determining the level of insurance; method of induction and deduction – when determining the prospects of development of the insurance industry in the agricultural sector. Findings. It is revealed that despite the positive role of insurance in stimulating agricultural production in Ukraine it is not widespread due to the low insurance culture of the management of the farms of the corporate sector of the agricultural economy. It is established that current realities require a revision of the position regarding the establishment of mutual understanding on insurance market as policy holders and insurers. Therefore, at the present stage of development of the agricultural insurance market needs to develop effective integrated program of insurance of agricultural enterprises. In the program development process required to complete the following steps to ensure insurance coverage: analysis of production activities; identification of vulnerabilities; - determination of the most probable threats; development of a comprehensive program of insurance; integration of a comprehensive insurance program to an existing enterprise system of agricultural risk management; to prepare proposals for taking the necessary precautionary measures to reduce the probability of occurrence of the insured event and amount of possible harm; to carry out operational support in the implementation of complex insurance programs. Originality. Sound proposals for the development of a comprehensive program of crop insurance that takes account of individual needs, financial capabilities, the specificity of production and commercial activities of agricultural enterprises. Practical value. The inclusion of crop insurance to the development strategies of insurance companies will enhance their current activities and will provide them with protection from adverse environmental factors of the functioning.
