ORGANIZATIONAL AND POLITICAL FUNDAMENTALS OF LAND MARKET FORMATION IN UKRAINE

Abstract
In the article on the basis of the author’s interpretation of concept definitions of “organizational principles” (preparation, development and adoption of fundamental documents and implementation of the land reform) and “political principles” (political causes and objectives, principles, directions, results, consequences and experience of land reforms), the author’s interpretation of the concept “organizational and political principles of land market formation” is proposed as a set of interdependent and mutually determined regulatory, organizational and procedural and political foundations for land market formation. Groups of interests concerning market formation of agricultural lands: policy-lobbyists, agricultural holdings, farmers, officials and owners of land shares are determined. Current alternative bill drafts concerning land market formation are characterized and their constructive differences at the stage of consideration in the Supreme Council of Ukraine are specified. Possible variants of development of the political and economic situation in case of adoption of bills on land market formation are considered. It is concluded that it is expedient to study the constructive experience of land market formation and functioning in the USA and the EU. The expediency of the analysis and implementation of the experience of models of land market functioning in the countries of the former socialist camp is emphasized.
