ORGANIZATIONAL BASIS FOR TECHNICAL AND FORENSIC PROVISION OF PRE-TRIAL INVESTIGATION OF THE MURDERS

Abstract

This article contains provisions which take up the features of the organization of technical and forensic provision of pre-trial investigation of the murders, particularly its managerial and organizational-functional aspects. Draws attention to the fact that the contents of the investigator in the technical and forensic provision of pre-trial investigation of the murders included the use of technical and criminalistics means and methods directly by the investigator, prosecutor, and with the help of experts. Providing technical and forensic acts as an independent activity with all inherent elements of the organization: analysis, planning, decision-making, ensuring their implementation. Such an organization of technical and forensic support is aimed at the acquisition, accumulation, processing of forensic relevant information and its intended use for pre-trial investigation of the murders. Analysis of efficiency in the activities at the pre-trial investigation into the murder of technical and criminalistics means and methods and the General organization technical and forensic work demonstrates the need for a comprehensive approach to the solution of related problems. The availability of the latest technical and forensic equipment requires appropriate organization of work with her. Such an organization is directly dependent on the state of legal regulation of the order realize the potential of technology in the new conditions of counteraction to crimes against human life. All this presupposes highly qualified technical and forensic training for investigators, operational staff, specialists, experts. Draws attention to the fact that the main criteria for assessing the effectiveness of technical and forensic provision of pre-trial investigation into the killings should include the following: to determine whether all necessary cases, dictated by investigative and operational situation used scientific-technical means.
