Особливості вторинної зайнятості в Україні

Abstract
У статті розглянуто сутність вторинної зайнятості та її специфіку в Україні. Визначено, що вторинна зайнятість характеризується як негативними, так і позитивними аспектами. З’ясовано причини виникнення вторинної зайнятості та наслідки її нерегульованого протікання. Визначено основні напрями регулювання вторинної зайнятості та забезпечення ефективної зайнятості загалом. The socio-economic development of Ukraine is inextricably linked with the regulation of the national labor market, ensuring the employment of the population as one of the main indicators of the standard of living in the country. Integration of Ukraine into the EU necessarily involves ensuring conditions for the implementation of decent work principles based on the application of a set of socio-economic mechanisms, among which the key role is the transformation of the institution of employment, social and labor relations between employees, employers and the state, which actualizes the need to study the features of secondary employment , as an important component of the employment of the population and an instrument for ensuring the well-being of the population in modern conditions. The employment of the population acquires special features in the context of the development of a market economy, especially its informal sector. The development of informal economic relations has led to the emergence of secondary forms of employment. Secondary employment should be studied from different positions (formal and informal), identifying its positive and negative aspects. Informal employment, including secondary, is quite widespread in Ukraine and is determined by the state of the national labor market. Today, in Ukraine, secondary employment among young people has been booming. Under the conditions of secondary employment (both official and informal), a significant proportion of educators is forced to work in the modern Ukrainian economy. The peculiarity of the modern national labor market is the formation of an innovation segment, the development of which requires the involvement of workers in intellectual work, including in the context of secondary employment. Secondary employment is an integral part of the innovation segment of the labor market, and with the skillful use of this resource, significant socio-economic progress can be achieved in Ukraine. For the most part, secondary employment remains outside the state policy in the field of regulation of the labor market, its scale and consequences remain unexplored, so today there is a need to find effective ways of state regulation of the sphere of employment, in particular secondary.
