OVERVIEW OF KEMEROVO REGION COAL INDUSTRY WORKERS OCCUPATIONAL MORBIDITY STATE AND THE WORLD LAWMAKING ACTIVITY CONCEPT TO IDENTIFY AND RECORD OCCUPATIONAL DISEASES

Abstract

The article considers the features of occupational risks in coal industry of Kemerovo region, shows the main harmful and dangerous industrial factors that affect the life and health of workers of the leading industry in the region. The working conditions of coal mining and processing enterprises leading professions’ personal have been analyzed, the cause-and-effect relationships of working conditions and the labor process have been identified to form common production-conditioned and occupational diseases, leading to severe pathological changes in the body of workers, including death as a result. The statistics of injuries, occupational diseases and unaccounted fatal accidents are resulted due to natural death at working places in the coal industry of Kuzbass.The conducted researches showed the absence of effective legal and economic mechanisms that fully meet the requirements for safety and hygiene, promptly identify the causes of diseases conditioned by industrial factors, predict them, carry out preventive measures and provide healthy and safe working conditions at coal industry enterprise employees workplaces. Except jobs creation that meet the requirements of safety and hygiene, diagnostics and prevention of occupational diseases remain serious problems.The article presents the Russian Federation legislation on the establishment of the workers diagnosed diseases dependence with their professional activities. Also, key features of the normative legal acts of the European Union countries and the ILO member states in the issue of establishing occupational diseases are outlined.
