Participation of the International Labor Organization in formation and improvement of good labor program

Abstract

The purpose of the article. The purpose of the article is to systematize the main documents of the International Labor Organization on the issue of decent work, and on this basis, clarification of the essence of regulatory and thematic structuring of decent work. Scientific novelty. Scientific novelty of the study is to substantiate the fact that the program of decent work should be considered as a conceptual document of this organization, which provides and specifies a set of measures to address the most important aspects of modern social and labor relations. Based on the application of complex and interdisciplinary approaches, the provision under which the concept of decent work has the proper legal framework and clear thematic structuring is substantiated. Conclusion. In the work of the International Labor Organization there are clearly several key decisions that decade in advance determine the direction of development of international social-labor relations. In this sense, the decent work agenda, which reveals the content of the basic principles and rights in the field of work, is of great importance. The decent work program, which was first introduced in 1999, is creatively developing and elaborated on the basis of the ILO Declaration of Principles and Rights at Work in 1998, as well as the ILO Declaration on Social Justice for Equitable Globalization of 2008. Therefore, this program should be considered as a systemic phenomenon, which provides and justifies a set of measures to address the most important aspects of modern social and labor relations. Participants in the social dialogue were invited to carry out their own activities on the basis of four strategic goals: basic principles and rights in the world of work, employment, social protection and social dialogue.
