PEARL HARBOR – A FAILURE OF DIPLOMACY ?

Abstract

In the fall of 1940 and the first part of the following year, in Japan’s political attitude could be traced two main action points, which coexisted at the same time: on the one hand, the simultaneous negotiations with Germany, the U.S.S.R., and the U.S.A. and on the other hand, the effective preparation for a war which seemed more and more obvious and inevitable. The Japanese as well as the Americans, while negotiating, intended to get more time to strengthen their fighting capacity in the potentially dangerous areas and to intensify the war preparations. As for the American part, there was, starting with November 1940, a plan to bomb Tokyo and other cities. In June 1941, bombardiers were sent to the Far East. On 15 November 1941, it was declared that “there will be no hesitation in bombarding civilians as well…” Japan’s clearly expressed desire to use diplomatic negotiations, was given no chance by the American part. The clash of the geopolitical and strategic interests between Japan and the U.S.A., both ascending powers, and the mutual lack of confidence which dominated the American-Japanese relationships, would soon lead to a war. The United States is to blame to the same extent as Japan for the triggering of the Pacific war. Japan engaged in the war continuing its politics through military means, being forced to follow this way by the American politics.
