Abstract

In the article on the basis of the unknown and little known documents the mutual relations between the commanding staff of the Ukrainian Insurgent Army (UIA) units and the structural subunit managers of the Organization of Ukrainian Nationalists’ (OUN) have been studied. Alongside with the investigation of the military struggle of the Ukrainian people’s liberation movement against the repressive system one of the most important remains the study of the moral-psychological climate, establishment of the subordinate, hierarchical structure of the mutual relations, etc. It was because of this aspect of activity that the efficiency and accuracy of the fulfillment of orders depended on and – in the conditions of continual military actions – the vitality of the Ukrainian liberation movement on the whole. In this context the clarification of the mutual relations between the commanding staff of the OUN’s sections and the chiefs of the OUN’s structural sections in the Carpathian area (Karpatskyi Krai). It has been established, that for the regulation of the internal organizational relations and normalization of the subordination between different UIA subdivisions the certain instructions were issued. It is established that all UIA units dislocated on certain territories, save the business administration, submitted to the local leadership. The companies on the territory of military districts submitted to the county (regional) leadership and its military expert, who headed the UIA military district headquarters. The UIA companies operating on the territory of county UIA organizations submitted to the county leadership and military experts. However, that submission was of conditional character insomuch as the company commanders acted on their own. It has been found out that, alongside with the rather well written out principles of seniority and interrelations between the UIA and OUN officers, there took place serious drawbacks and infringements, which in real life not infrequently resulted in conflict situations. In the documents of the underground the functions of the OUN leaders and UIA commanders were distinctly distinguished. The higher steps on which the practical relations were established were the military circuit of the UIA (Ukrainian Insurgent Army) and the areal, – before 1945 – regional, leadership of an OUN’s structure. The role and functions of the OUN were not confined but to a political party, but they fulfilled propaganda, organizational and administrative functions. The commander of a military district was also a member of the areal (before 1945 – regional) OUN’s leadership with the corresponding suffrage. He was supposed to orientate himself in the entire OUN’s activity, especially in the functioning of its administrative apparatus, which was likely but an apparatus of any military district.
