PERIODIZATION OF THE FORMATION OF PEDAGOGICAL PROVISION FOR GIFTED CHILDREN IN THE EAST UKRAINIAN REGION (at the end of the 20TH - beginning of the 21ST century)

Abstract

The article describes the main historical periods of the formation and development of the system of pedagogical provision for gifted schoolchildren in the East Ukrainian region. Periods are differentiated on the basis of similarities in features and trends in the development of pedagogical provision. The first period (1990-1995) – formation of a regional system of pedagogical provision: the first specialized educational institutions for gifted children were created, the psychological service in the education system, the position of curator-educator and conceptual foundations of lyceums and gymnasiums were developed. The second period (1995-2004) – development of the system: the legislative framework (state documents and regional programs) was formed, the branches of the Academy of Sciences of Ukraine appeared and spread, the network of lyceums and gymnasiums expanded, courses for teachers were introduced, the role of institutes of postgraduate pedagogical education increased. The third period (2004-2014) – stabilization of the regional system of pedagogical provision: gifted children of Donetsk and Luhansk regions showed good results at competitions, contests, tournaments, an academic school on the study of giftedness developed in the region, out-of-school educational institutions continued to develop, regional programs on provision for the gifted gave impetus to the emergence of similar local and school programs. The fourth period (2014-2017) is the period of crisis and the restoration of the system. The armed conflict in eastern Ukraine has caused territorial, legal, demographic and organizational changes that have led to the need to find new locations, resources and approaches. By 2017, the system was gradually restored.
