PIRACY, STATE-FORMATION, AND THE BOUNDING OF SOCIAL SYSTEMS

Abstract

Efforts to bound social systems are important to the study of global develop-ment, but may be biased by definitions that are overly focused on terrestrial relations among contiguous polities. In this paper I consider the manner in which sea-borne interaction, specifically piracy, can generate state formation and monetization. Markets may be deepened, consolidated, and then extended by pirate activities. Select port cities are founded and strengthened, hinterlands integrated into broader regions, and boundary-extending trade and finance may be advanced. This reinforces the fuzzy nature of borders, especially those on navigable waterways, and demands additional care on the part of scholars working to establish the historical boundaries of various social systems.
