Policies on ecotourism in Colombia: opportunity for labor inclusion in the post-agreement with the FARC-EP

Abstract
Purpose: The objective was to analyze ecotourism policies in Colombia as an opportunity for labor inclusion after the peace agreement with FARC-EP. This study aimed to identify public policies that promote ecotourism and its contribution to the labor inclusion of victims of the Colombian armed conflict. Design/methodology: The methodology was descriptive and analytical, using mixed methods. Data collection or heuristic and hermeneutic methods were used. The methodology was divided into three stages: (1) inquiry, searching for documents on ecotourism policy; (2) heuristic, organizing data to answer questions; and (3) analytical and interpretative of definitions, trends, relationships, and policy proposal. Findings: It was found that, in the legal-conceptual framework of the policies analyzed in this study, there was no fundamental transformation of ecotourism to implement the strong sustainability approach or plurality. Opportunities for labor inclusion were not explicit in these policies. The policy on community-based ecotourism proposed by the national government was composed of several aspects: the formulation of basic policies for productive development; valuation and implementation of processes for transitioning to civilian life from the perspective of the actors themselves; valuation and promotion of alliances and relations between different social agents in the territories and their participation in decision-making; special attention to security; prioritization of infrastructure investment; allocation of seed capital for entrepreneurship; tax and differential support for communities; education; improvement of digital connectivity; and promotion of research. Conclusions: Ecotourism integrates cultural, environmental, and productive dimensions. The main trends in this field are based on community participation and sustainability. Regarding labor inclusion, the mechanisms that make it possible are not explicit in ecotourism policies. Originality: This study explores the relevance and integration of public policies by the government of Colombia regarding peace, communities, and ecotourism.
