POLITICAL AND LEGAL BASIS FOR THE FORMATION OF POLITICAL RESPONSIBILITY IN UKRAINE

Abstract
The article focuses on the importance of political and legal responsibility of the authorities and citizens of Ukraine in the socio-political sphere in the conditions of active development of civil society structures. The aim of this study is determination of the level of political and legal accountability of the authorities and citizens of Ukraine as one of the important ways to overcome corruption, striking income inequality and a sharp decline in economic development. Determined that the term political responsibility is understood as a form of social responsibility, which is to legitimate the use of political sanctions to the subjects of policies that violate political norms and agreements, the assumed political commitments. In addition, political responsibility is a specific functional political institution, which reveals the regulatory focus of the political activity of social actors. Indicates the Constitution of Ukraine, which stip-ulates that Ukraine is a legal state. And since one of the fundamental principles of the legal state is the mutual respon-sibility of the state and the citizen, the need of monitoring the activities of elected bodies is a global phenomenon and has in every democratic state. It is argued that the mechanism of responsibility of the political forces or individuals who gained power through elections, it requires the implementation to provide feedback control of the electorate over the already formed organs of power. Through the analysis of legislation in the sphere of political responsibility revealed a low efficiency level of functioning of institutions of political accountability of government and citizens in the public-political sphere and proposed recommendations for its improvement. Recommendations for improving po-litical accountability and objectives the establishment of a rational combination of administrative and political re-sponsibility in the work of public authorities. In particular, the Law of Ukraine «On political responsibility in Ukraine», will be one of the positive attempts to fix on the legislative level political responsibility of parties and to amend existing legal acts
