Political and legal support for balanced regional development: Ukrainian and world experience

Abstract

Balanced regional development is a systematic approach to regional governance that takes into account the multidimensionality of regional development while recognizing the ability to self-renew and dynamically adapt to change, rather than simply keeping the region in a certain "ideal" sustainable state. At the same time, political and legal support is the basis for the formation of balanced regional development. The purpose of the article is a comparative analysis of the Ukrainian and world experience of political and legal support for balanced regional development. Scientific novelty. The author analyzes the regulatory framework of balanced regional development in Ukraine. The author outlines and compares the main aspects of the balanced development of the region, reflected in the legislation of Ukraine. It is established that the country has an extremely irrational system of regional development management, which requires a change of consciousness and approaches to management. Much attention is paid to ensuring the implementation of the concept of balanced regional development in the European Union. The tools for achieving balanced regional development by the G7 countries are also explored. Conclusions. Each region is unique with its specific prerequisites and priorities for development, therefore the principle of individuality and interdependence of ecological, social and economic spheres at the territorial level should be at the heart of a balanced development strategy. At the same time, national and regional strategies should be developed in accordance with world standards. The research made it possible to formulate the key determinants of balanced regional development, namely: self-sufficiency, partnership, openness, long-term sustainability, flexibility and responsibility.
