ПОЛІТИЧНА МОДЕРНІЗАЦІЯ: ТРАДИЦІЙНИЙ ТА СУЧАСНИЙ ДИСКУРСИ

Abstract
статті проаналізовано ключові підходи до розуміння явища та поняття політичної модернізації з урахуванням початкового та актуального наукових дискурсів. Зміст політичної модернізації визначається через паралель «політичні зміни» - «політичний розвиток». Акцентується увага на полісистемному характері політичної модернізації, що вимагає міждисциплінарного підходу у дослідженні. Аналізується етимологія поняття, досліджуються чотири ключові етапи розвитку теорій політичної модернізації з урахуванням специфічних завдань та результатів, а також – базові типи політичної модернізації («первинна» та «вторинна»). The article analyzes the key approaches to understanding the phenomenon and concept of political modernization taking into account the initial and actual scientific discourses. The content of political modernization is determined through the parallel of «political changes» - «political development». Political change has an anthropomorphic character and takes place at a specific time, signifying the transformation of a political institution and becoming a part of social change. The main features of political change: political change is one of the types of social change; political change in its essence is a transformation of political institutions; political change is a potential opportunity, which can cause a whole range of other changes; the main factor of political change is human activity of a diverse nature. The whole set of political changes can be united in a broader notion of «political development», which is used to consider the political system as a whole. Thus, political development is a multidimensional process that combines political changes with various common features and has a systemic character, which appears in its adaptive and balanced content. Political development has a relationship with social development at the social level. Political modernization is one of the forms of political development. Political modernization is a type of political development in which changes deal with the political system elements in the direction of achieving their best modern patterns. Political modernization is carried out in the course of modernization transformations of the whole society and can act as a goal and a means of various social transformations. The main subject areas of political modernization are the democratization of political institutions, the sociocultural transformation of political values and norms, and increased participation of citizens in political processes. The emphasis is on the polysystem nature of political modernization, which requires an interdisciplinary approach in the study. The etymology of the concept is analyzed, four key stages of the development of political modernization theories are studied, taking into account the specific tasks and results, as well as the basic types of political modernization («primary» and «secondary»).
