Abstract
The article is devoted to research of organizational-legal bases of creation and functioning of the Council of People’s Commissars of the Ukrainian SSR. The organizational structure andpowers of the Council of National Commissars of the Ukrainian SSR is analyzed according to the Constitution of Ukrainian SSR of 1937.
