Powers of the National Agency of Ukraine on Civil Service on rule-making

Abstract
The article is devoted to the consideration of an issue of regulatory activity of the National Agency of Ukraine on Civil Service (hereinafter – NACS). Principles and functions of rule-making of NACS are de- termined. An attention is focused on the regulatory foundation of rule-making of NACS: by order; on one’s own responsibility; by appeal. The main features of rule-making of NACS are characterized.
