Pozapłacowe składniki wynagrodzenia jako determinantymotywowania osób niepełnosprawnych zatrudnionych w zakładach pracy chronionej

Abstract

The article consists of an introduction and four closely integrated thematic sec-tions, intended to justify the title thesis proving that with the present level of sup-port along with formal and legal requirements, the non-wage components of sal-ary constitute the element motivating the disabled employed in the Supported Employment Enterprises. The introduction defines the primary objective of the article, that is to prove the legitimacy of reconciling the social mission with conducting business activity and presents the fundamental terms related to the disability. The first thematic section contains i.a. quantitative data regarding the working disabled, their most distinguishing characteristics and professional limitations, as well as incentives, accepted by the state, for motivating the persons to take up work. The second thematic section illustrates the forms of the employment support program for the disabled on the protected and open market accepted in Poland. Apart from the characteristics of the markets, there have been discussed the incentives directed by the state to business organizations in order to encourage them to employ such people. The third thematic section characterizes the Supported Employment Enterprises in detail, presents their current situation, formal and legal requirements towards the enterprises, including the obligation to establish the Enterprise’s Fund for Rehabilitation of Disabled Persons. The section provides with, among others, the structure of the fund, as well as the objectives and tasks of its particular segments as the non-wage components of the disabled persons’ salary. The fourth section of the article contains the summary of the previous sections and the author’s recommenda-tions, including the list of necessary actions that may not only stop but also re-verse the negative trends in the sector of the Supported Employment Enterprises that last 15 years (significant reduction of number of the enterprises and number of workplaces for the disabled persons). It may also constitute thePoland’s input into creating the Europe-wide model of employment of the disabled persons on the commercial and competitive market, guaranteeing such employees support in treatment and rehabilitation.
