ПРАВОВЫЕ НОРМЫ КОНСТИТУЦИЙ АЗЕРБАЙДЖАНА КАСАЮЩИЕСЯ НАХЧЫВАНСКОЙ АВТОНОМИИ

Abstract
The Nakhchivan Autonomous Republic was established under unitary Azerbaijan Republic in 1924. The legal basis of the contract is the Moscow Treaty between Turkey and the Soviet Russia and Kars Treaty, between Turkey and the South Caucasus countries in 1921. Nakhchivan was declared an autonomous republic within Azerbaijan with the amendment to the first Constitution of Azerbaijan adopted in 1921. It reflects the legal norms regarding Nakhchivan Autonomy in the Soviet-era constitution adopted by Azerbaijan in 1927, 1937 and 1978. These norms established the foundations of Soviet autonomous republican administration in the autonomy, defined the supreme state power and political authority bodies and also the authority of the autonomy was defined. When Azerbaijan became an independent state in 1991 its democratic constitution was adopted (November 12, 1995). Section VIII of this Constitution is dedicated to the Nakhchivan Autonomous Republic. Constitution was declared Nakhchivan to autonomous state within the Republic of Azerbaijan. Nakhchivan is a political autonomy with its parliament (the Supreme Assembly), government (The Cabinet of Ministers) and courts. However, this autonomy is political in terms of historical-geographical factor, rather than terms of ethnic-territorial factor. The population of Nakhchivan Autonomous Republic is Azerbaijanis and it is the only exclave autonomy in the world.
