Abstract
The thesis concerns administrative proceedings on the issue of a building permit. Describes general character of building permit as an administrative rationing limiting the constitutional right to property and freedom of construction. The scope of the Construction Law, the purpose and nature of a building permit as well as its role in the construction process were determined in this chapter. Analyzing the provisions of the Code of Administrative Procedure and defines its importance in a building permit procedure. (original abstract)
