Preconditions for the transformation of the national customs affairs

Abstract
Ukraine confidently and persistently adheres to the course of comprehensive integration into the outer space. The declared level has a corresponding dependence on the pace and processes of world development, requires the development and implementation of a systemic, effective foreign economic policy as an instrument capable of realizing national interests and economic growth, and the competitiveness of the national economy. Our country is on the way of resetting its own political, economic and social systems. And in the first place, these processes can be assessed through the prism of a strategic course for reform in almost all spheres. The world market in the context of globalization requires states to adapt to external conditions present the country as capable to transformations in the international integration processes, specifically to optimize the image of state institutions in outer space. The regulation of foreign trade, the development of the Ukrainian economy and its integration into the world economy are carried out through the system of principles and directions of the state's activity in the implementation of customs policy. The high level of Ukraine’s integration into the world economy and, consequently, the dependence of socio-economic development on the dynamics and trends of the development of world economic processes require Ukraine to implement a holistic and effective customs policy as an instrument for realizing its own national economic interests in the global economy. Creation of favorable conditions for the development of foreign economic activity is the main purpose of the bodies ensuring the implementation of the state customs affairs. The conditions for the formation of customs were not always easy, but despite all the main vector of its development at each of the stages is the orientation towards world trends, their variability and adaptation to them. The objective necessity of finding new development models in any state institution is connected with the introduction of processes of transformation in aspects and manifestations that reflect the demands of time, the current political power, and the processes taking place in the world. One of the priority directions of creating an updated image of the country is precisely the optimization of the state’s customs policy, the harmonization of national customs legislation with international law, the introduction of effective management technologies in the implementation of customs, effective reforms in the customs sphere. The principles of the transformation of the state institution must be systemic, neutral, transparent, accountable, and effective.
