Preconditions of development and the model of management of enterprises of the housing and municipal sphere in Ukraine

Abstract

Housing and communal services enterprises in Ukraine experience constant influence from the state and local authorities, while, like all economic actors, they need some freedom of action for the balanced development of their main functional subsystems: resource, investment, and production. In view of this, an important problem is the formation of effective tools for management of housing and communal services, the realization of which would create opportunities for the implementation of the preconditions for the development of these enterprises and taking into account interests. Purpose - definition of the preconditions for the development of enterprises of housing and communal sphere of Ukraine and the formation of a model of management of these enterprises taking into account the existing risks of the activity, the need to ensure both the public and business interests of owners of enterprises, resource needs and opportunities for investment development. Results. The model of management of enterprises of housing and communal sphere of Ukraine is presented, the processes of restructuring of these enterprises' activities in modern conditions are described; the preconditions for the development of these enterprises are determined. The scientific approaches to the solution of problems of efficiency and minimization of the risk of possible negative influences on the processes of development of enterprises of housing and communal sphere of Ukraine as objects of management are researched and generalized. Conclusion It is determined that the management of the development of the company FSW on the basis of the proposed model provides for the application of economically and socially sound preventive and health-improving procedures and mechanisms aimed at strengthening its positions in the local housing and communal services market in relation to enterprises. The development of FSW enterprises should be considered as a derivative of the synergetic interaction of an integrated set of interconnected external and internal factors, as well as targeted actions taken by the enterprise. At the same time, the potential of the stimulating influence on development processes directly depends on the conditions and determinants of the functioning of the FSW, in which the company operates, its development trends, the economic situation in the country, and the powers of local authorities regarding the allocation of public resources and institutional conditions.
