Risk management is one of the most important areas of the project management which unfortunately; has not given enough importance. However, there is not a thorough and obvious perspective about risk management operations in many organizations. In this study, the first comprehensive structure of the main risks of construction projects in the framework of 8main categories (level) and 35 sub- level has been prepared and then these risks in construction project is ranked. For this purpose, Promethee multiple criteria decision making method and fuzzy approach (FMCDM) has been used for risk ranking. Criteria ranking in two categories have been divided into primary and supplementary. Primary criteria based on probability and impact of risk on the main goals of the project (time, cost, quality and performance) with different weight has been determined. The second category includes the effects of socioeconomic indicators, proximity of risk, exposure risk, uncertainty of estimates and risk manageability. The final ranking of the risk factors with Decision lab software shows that Man power, Contractors, Employer, Factors outside the control, Consultants are the most important risks in such projects.
