Abstract
The transformation process within the informative society is deeply connected with human development that takes an important place between the main factors of production. The issue of human development has received considerable critical attention in theoretical studies. It is also fundamental to the researches of international organizations, in particular such as UNO and WEF. A key issue of the study is to combine available theoretical approaches to the parameters of human development identification and applied approaches, developed by international organizations. The attention is paid to the connection between human development concept and human capital concept. Because of the need of constantl changes within the modern society, the “static” concept of human capital was transformed to the dynamic concept of human development. Human development means the changes within parameters combinations, which make people life safe and comfortable. The primary parameter, which stimulates further movements, is educational parameter. However, the education depends on health. The result of healthy and good educated humanity life is welfare that is one of the basic components of further human development.
