Priorities of Formation of System of Managing a Public-Private Partnership in the National Economy

Abstract
The article is aimed at substantiation of the theoretical and methodological foundations of structure of system of managing a public-private partnership (PPP), and selection in the main levels of the managerial functions with consideration for the functioning of the national economy. The structural-functional method of scientific analysis, used in the study, helped to identify that a PPP management system is a complex of structural elements of the national economy, combined by the various, specific contents, links and relationships through mutual integration of interests, responsibilities and risks. This system contains the institutions, processes, economic instruments of targeted action and incentives, creating the terms for motivated effective partnership of the state and private enterprising structures. The author's vision of the PPP control structures has been presented, providing the three main levels: macroeconomic, mesoeconomic, microeconomic. Directions for further research include comparative analysis of efficiency of certain forms of control of the PPP in accordance with the objectives of specific projects.
