Priority areas of reforming health care in Zhytomyr region

Abstract

The global economy is no longer keeping pace with rising health care costs. In modern conditions, it is necessary to change the basic principles of the healthcare system: to concentrate resources on the fight against diseases at an early stage and build a new, integrated approach to caring for the health of its citizens. The classical model of healthcare, which was formed in the 19th–20th centuries, is rapidly losing its potential. Traditionally, medical intervention began only when the patient went to the doctor already sick. Therefore, in the healthcare system of Ukraine, important tasks must be fulfilled to ensure and provide quality medical care to the population, k to the most rational use of resources. The article determines that the healthcare management system that has operated in Ukraine for a long time remains virtually unchanged. Today, a number of laws and regulations have been adopted to optimize the healthcare system of Ukraine in accordance with international standards. The article also examines the issues of reforming the healthcare industry in Zhytomyr region. Since the effectiveness of medical services in the country was very low for a long time, the government developed the medical reform that is already yielding first results - significant changes are taking place in the industry structure. The health care reform carried out by one or another civilized country presupposes, first of all, improving the health status of society members, increasing the effectiveness of the healthcare system and increasing people's access to medical services. Reformation in the field of a health protection must be directed to strengthening the health of all layers of population, increase of active life duration, improvement of demographic situation, upgrading and efficiency of medical and sanitary aid, improvement of industry financing and management. The population health improvement is the integral index of success of functioning the state, all its institutes, and inter-branch complex approach must be fixed in the basis of reformation of this sphere.
