ПРОБЛЕМА ТЛУМАЧЕННЯ ПОНЯТТЯ «НЕДЕРЖАВНИЙ АНАЛІТИЧНИЙ ЦЕНТР» В УКРАЇНСЬКІЙ ТА ІНОЗЕМНІЙ НАУЦІ

Abstract
У статті досліджуються теоретичні підходи до визначення поняття «недержавний аналітичний центр» в сучасній політичній науці. Розглядаються підходи американських, британських, польських, німецьких, французьких та українських науковців до тлумачення аналітичних центрів, критерії визначення даних організацій. На основі співставлення різних підходів національних політологічних шкіл зроблена спроба узагальнення поняття «недержавний аналітичний центр». In this paper, the problem of understanding the concept of "think tank" in modern political science is highlighted. In the course of the work, approaches of American, British, Polish, German, French and Ukrainian scholars to the interpretation of think tanks and criteria for the definition of these organizations are considered. The author of the work made an attempt to improve the concept-categorical apparatus of the definition of "think tank" on the basis of comparison of approaches of various national political science schools. Democratic transformations, which originated from the independence of Ukraine and gained a new impetus during the Revolution of Dignity, put a number of domestic political and foreign policy challenges to the country. In the context of the development of civil society, experts who are not included in government institutions involved in the drafting of bills, bylaws and state strategies are increasingly involved in solving urgent problems of state policy. One of the factors of the participation of non-state experts in the process of developing the state policy of the country was the creation in Ukraine of nongovernmental think tanks These organizations are focused on researching a particular problem, providing advice and disseminating information to decision makers, as well as the general public, nongovernmental think tanks in Ukraine are at the stage of becoming, but the very fact of their existence is an important factor in the pluralization of the processes of formation and adoption of political and foreign policy decisions in the state. The activities of think tanks help to attract new ideas into the state political process, shifts the state monopoly into the formulation of a political agenda, and also formulates an independent competitive market for political analysis in the country and allows making the political process more transparent and accessible for public understanding. For Ukraine, the phenomenon of non-governmental think tanks is quite new. However, in the countries of Western Europe and the United States, the process of participation of non-governmental expert organizations in the formation of domestic and foreign policy decisions originates from the first half of XX century. However, despite the long history of its existence there is still no generally accepted scientific interpretation of the notion of "nongovernmental think-tank" and common characteristics for the definition of such organizations are not formulated. Author emphasizes that because the functional apparatus, structure, methods of activity of analytical centers and their research subjects depend first from a country where this or that analytical center is functioning, there is no certain consensus regarding the understanding of the concept of "think tank".
